高等教育竞争日益激烈，如何吸引多的优秀学生进入大学学习，这个问题不仅牵涉到大学之间的竞争，看看谁能培养出多有利于国家建设的人才，也涉及到国家的相关财政收入。为了吸引多学生，大学自身不断提高教学水平和质量，对于政府，就是给大学投入资金帮助其发展，但是对于这部分资金的用处，一直存在争论。
Increasing competitive intense occurs among higher education as the reason for universities to attract more excellent students with might and main which is not only the problem mentioning the contest among universities that is to cultivate talents benefit for construction of countries as many as possible, but also mentions relevant financial revenue. For the sake of appealing to more students, the universities themselves should improve their own teaching level and quality constantly. From the site of government, investing funds to help universities develop is another better approach. However, there is always a divergence on the uses of the certain funds.

The funds from the government are assumed to used to be the scholarship for the top

here. They, absolutely, learn more diligently than the other students to cherish the

universities cultivate talents who contribute to the development of the government

The investment from the government to the university education is limited. Therefore, universities have the requests of more funds from the other approaches to promote hardware and software such as tuition and sponsorship of private organizations. Universities are aimed at fostering high-quality brilliant talents with continuous improvement and promotion besides the attraction of scholarship. For instance，upgrading and rebuilding on teaching facilities requires introducing advanced multimedia teaching and experiments devices. In addition, the elevations of students’ dormitory surroundings and living conditions needs a large amount of funding. What’s more, tutors and professors are the main competitive power which demands universities to spend plenty of funds to cultivate and recruit teachers to increase the teaching standard and quality and enhance the scientific research level that need funds as well. In my opinion, exclusive use of government funds may avoid the prevailing phenomenon of corruptions in universities. Provided that the government funds to universities can used into all items, tuition and sponsorship perhaps is used to satisfy individuals’ desire and greediness.

根据上述的论证，我完全同意政府的资金用来给优秀学生作为奖学金使用。但是也要注意一个问题，不是所有成绩没那么优秀的学生就不值得培养。只要是有专项才华且对国家发展有利的学生，都应该有资格去申请政府发放的奖学金。这样能激烈学生的学习积极性，也有利于大学的长远发展。
Depending on the illustration above, I surely agree that the funds invested to universities from the government should be used as the scholarship for the top students. While, at the same time, a problem should be noticed is that the other students who have no perfect grades are not worthy cultivating. As long as those students have benefits for construction and development to countries ought to have qualifications to receive the application of getting scholarship which the government provides for the universities, their more study initiation can be inspired. The universities have the advantages to develop further in the future.
