　　题型：同意不同意

　　题目翻译：国际社会应该立即采取行动，确保所有的国家减少化石燃料如天然气和石油的消耗。

　　题目解析：

　　此题考察环境类的能源问题。难点在于思路和词汇，因此对写作速度有一定的考验。题目看似不难理解，但是想要写得出彩拿高分不易，还需平时踏实积累。

　　做题时首先注意审题，关键词是绝对语气词all，the international community，act immediately to ensure和reduce the consumption of fossil fuels such as gas and oil。注意回应绝对语气词all，避免偏题。首先看到绝对语气词，一般采取不同意的立场。然而这道题有所不同，环境问题关乎全人类的生存，所以也可以同意这个观点。当然，不同意可能更好论证一些。

　　化石燃料作为雾霾等环境问题的形成的主要原因(国际可再生能源署总干事Adnan Z. Amin指出，雾霾是化石燃料、有机物燃烧产生的，因此消除雾霾最好的方式就是减少化石燃料的使用。)，国际社会当然需要采取行动，然而是不是应该立刻确保所有的国家都减少化石燃料的使用呢? 需要注意这里的立刻和所有。首先，分析是不是所有国家都需要为了保护环境而减少化石燃料?这个需要看国家具体情况。比如有的国家化石燃料使用本来就不多，如果这个国家比较贫困，那么减少化石燃料会对经济造成很大影响。如若用可再生能源替代，可能也不一定负担得起。再次，是不是需要立刻让国家减少化石燃料使用呢?这个也需要看国家的经济实力。由于减少化石燃料会对经济造成很大影响，需要一定时间的准备，逐步减少可能更实际一些，因为这不仅考验国家的经济实力也考验可再生能源的研发实力。

　　虽然大多数国家有必要减少化石燃料如天然气和石油的消耗，但是大多数国家需要时间准备减少对化石燃料的依赖。While/Although it is necessary for the international community to push most countries to lower the consumption of fossil fuels such as gas and oil, I argue that most countries need some time to prepare for reducing their dependence on fossil fuels. Therefore, I disagree with this opinion.

　　(一)大多数国家需要为了保护环境而减少对化石燃料的依赖。Most countries should cut down on their reliance on fossil fuels to protect the environment。

　　(二)然而，国际社会应该给大多数国家一点时间研发可再生能源以代替化石燃料，这比要求这些国家立即实现要更实际。However, it is more practical for the international community to give most nations some time to research and develop renewable energy to replace fossil fuels rather than to require them to fulfil this task immediately.

　　三、结尾

　　In conclusion, although most countries should reduce their dependence on fossil fuels to improve the environment, the international community should give them some time to achieve this aim. Thus, it is not reasonable for the community to act immediately to make sure that all the nations lower their fuel consumption.
